New Delhi: The central government may introduce a single bill in Parliament to repeal all the three agricultural laws. The bill could be introduced in the winter session of parliament starting November 29. According to NDTV, the government is also looking for alternatives on the issue of legal guarantee on MSP, whether the issue can be reassured to the farmers through any guideline or legal method.
NDTV quoted sources as saying that a comprehensive bill is being prepared to repeal the three controversial agricultural laws and is awaiting the approval of the Prime Minister’s Office (PMO). Meanwhile, the Ministry of Agriculture is also considering the issue of Minimum Support Price (MSP), as farmers are also demanding legal guarantee on MSP. The ministry is looking into whether this guarantee can be given by issuing guidelines on MSPs or whether it needs to be legislated.
Sources said that the proposed new bill would have clauses which would dissolve all the boards constituted under the three agricultural laws. All decisions of these boards will also be considered null and void. If any office is established under agricultural laws, its work will also be considered over. It may be recalled that some states had taken some steps to implement the agricultural law within six months of its enactment.
It may be recalled that on November 20, Prime Minister Narendra Modi had announced in his address to the nation that all the three agricultural laws would be withdrawn. The Prime Minister had said, “The government has failed to inform the farmers about the benefits of these laws. This is not the time to blame anyone. I want to tell you that we are going to take back these agricultural laws. “
Although farmers’ leaders welcomed the announcement of the return of agricultural laws, they said they would wait for parliamentary approval. Along with this, several other pending demands like legal guarantee on MSP, withdrawal of cases registered against farmers have also been put before the government. A letter has also been sent to Prime Minister Modi. Muttahida Kisan Morcha organized Kisan Mahapanchayat in Lucknow on November 21 and reiterated its demands.
