Chechen leader Ramzan Kadyrov’s statements about the Yangulbaev family and human rights activists caused a wide public outcry. In particular, Kadyrov’s phrase “for me, both Kalyapin and Milashina are terrorists, who make money on the topic of the Chechen Republic and the Chechens” provoked a wave of indignation. What weight do these words have from a legal point of view, we asked a member of the Human Rights Council, a well-known lawyer, Henry Reznik.

– The statement of the head of Chechnya Ramzan Kadyrov regarding Kalyapin and Milashina has no legal significance. There is an order in the Code of Criminal Procedure, it states what may be the basis for initiating a criminal case. And the statement of the representative of the authorities does not appear among these grounds.

If Kadyrov believes that the actions of these people contain elements of a crime, he must write a statement on bringing them to criminal responsibility and submit it to the police. After that, he will be interrogated, he will be explained the criminal liability for knowingly false denunciation.

What sounded from the lips of a high-ranking official seems emotional and unacceptable. I personally see in his statement a negative attitude towards human rights activists, which he has repeatedly expressed before.

On Friday, Chechen security forces came to the apartment of the former judge of the Supreme Court of Chechnya, Saydi Yangulbaev, in his apartment in Nizhny Novgorod, took his wife Zarema Musaeva and took him to Chechnya. The woman was given 15 days of arrest for resisting a police officer. The sons of Yangulbaev are suspected of running an extremist telegram channel. 

The detention of Musaeva was reported by the “Committee against Torture” recognized as a foreign agent, which is represented by Igor Kalyapin. In the Committee, in the Pyatigorsk branch, the son of Yangulbaev Abubakar worked as a lawyer. Elena Milashina, a Novaya Gazeta journalist, wrote about the situation in detail – she led the topic of accusing the Chechen security forces of torturing the second son of the ex-judge, Ibragim (he was suspected of running the extremist VKontakte community).
