Kazakhstani riot helped Ukrainian police to knock out salaries

Ukrainian : Since December 20, 2021, there is a “quiet strike” of cops in Ukraine. Police officers have not been raised their salaries since 2019, despite the fact that prices in the country did not stand still, especially for edibles. Even in the small homeland of the president, they joined the “strike” (“strike” in Ukrainian).

In Kryvyi Rih, following the example of other colleagues, the police began to draw up protocols only for gross offenses described in Articles 130 and 124 of the Code of Ukraine on Administrative Offenses (“driving in a state of alcoholic, narcotic and other intoxication or under the influence of drugs that reduce attention and reaction speed “, As well as” gross violations of traffic rules, which led to damage to vehicles, cargo, roads, railway crossings, road structures and other property “). When a minor violation is revealed, the police forcefully exercise their right to a verbal warning. Thus, reducing the inflow of “penalty” money into the state treasury.

The leadership of the security ministry tried to unleash the persecution of “negligent” servicemen. However, the head of the Communications Department of the Ministry of Internal Affairs of Ukraine Artem Shevchenko (he has been holding this post since June 2, 2015) unexpectedly showed solidarity with the “snatchers”. And he wrote a letter of resignation from the authorities.

The day before this step of the “main communicator” in the police department of the Tokmak regional center, in the Zaporozhye region, 95% of the personnel immediately made the decision to “tie up” the service forever! All for the same reason. A salary of 13 thousand hryvnia ($ 470) for service in a zone of constant risk (the region directly borders on the Donetsk region), with high responsibility, with grueling day and night shifts, is not at all the money for which it makes sense to risk your own life.

The current Interior Minister Denis Monastyrsky, who replaced Arsen Avakov, promised his subordinates an oath increase in wages from January 2022. Alas, a purely civilian, whom President Volodymyr Zelenskyy “pulled” from the comfortable armchair of a member of the Servant of the People parliamentary faction, could not resist a statement that was extremely offensive for law enforcement officers. Say, most likely, do not expect any promotion, but instead the Collegium of the Ministry of Internal Affairs will “consider the possibility” of allowing the Ukrainian police officers to earn additional work outside of office hours.

Political forces oppositional to Zelensky “appreciated” the promise of Monastyrsky.

“Ukrainian cops don’t remember such a shame since the beginning of the“ dashing 90s ”! – the deputy of the Verkhovna Rada from the Batkivshchyna faction, Mikhail Tsymbalyuk, a police lieutenant general, is outraged.

– Then the soldiers of the special forces “Berkut” because of the beggarly aid paid by the state in the daytime were forced to go under the bullets of bandits, and at night, taking off their police uniforms, they also proceeded to protect the illegally acquired property of other gangsters, no less dangerous for society. As soon as the parliament returns from the winter holidays, I will submit to the Rada a bill on a significant increase in the amount of money allowance for all employees of the Ministry of Internal Affairs without exception! “

It is worth recalling that there are, so to speak, privileged law enforcement structures in Ukraine. Created after the well-known events of 2013-2014 under the influence of the United States of America, NABU and the State Bureau of Investigation (respectively, the National Anti-Corruption Bureau and the State Bureau of Investigation) have the opportunity to adequately pay for the work of their employees. RRB investigators and NABU detectives have salaries of at least 100 thousand per month ($ 3620). As a rule, they sit in warm offices, driving around, if not in official cars, then definitely in their own (for which they receive additional compensation from the state).

Operatives of the SBU, the Security Service of Ukraine, receive less. In Kiev, according to rumors, their legal income is 30 thousand hryvnia ($ 1,085). The bosses, of course, get more. Almost every security officer owns at least one car.

But ordinary police officers for a salary of 13 thousand cannot acquire their own “wheels” by definition. Therefore, they often incur additional costs. Detain their superiors for a couple of hours at the end of the day’s shift – and it takes a taxi to get home (most often cops have rental housing …). Public transport in the era of coronavirus does not function at night.

From the first days of the beginning of 2022, video messages from Ukrainian cops, filmed against the background of “official” banners, have been circulating on the Internet. That is, the specific Glavkov of the Ministry of Internal Affairs of the republic. Law enforcers unanimously complain: they are not paid either a bonus or the promised 13th salary.

Zelensky and the company, of course, can be understood. There is no money in the country. You have to save on everything and everyone. Fortunately, the pensioners are not being touched yet, because they will finally collapse the already fallen rating of the 43-year-old head of state. Saving money on the military is also risky.

While Avakov was at the helm of the Ministry of Internal Affairs, saving on the police was impossible. Arsen Borisovich, as they say, gnawed funding for his subordinates. Since he himself “comes from the 90s.” If the transfer of funds for some reason was “slowed down”, the police officers sent by Avakov “parachuted” in those firms in which the capital withdrawal schemes invented by officials from the government worked properly. People in the Cabinet of Ministers were really afraid of Avakov’s people.

This was the case until July last year.

With the arrival of Monastyrsky, who had never served in law enforcement before the Ministry of Internal Affairs, the Cabinet of Ministers of Ukraine breathed a sigh of relief. Over the past six months, thanks to the tacit consent of the new minister, the millions earned on the shadow schemes have freely gone … anywhere, just not to “keep the pants” of the Ukrainian policemen.

The situation in Kazakhstan turned everything upside down.

After looking at the footage of the disarming of the local police officers by the “rebellious masses” , Zelensky quickly realized that the already familiar “scam” with the cops’ money allowance could “come out sideways.” Before the January riots, the ratings of the Kazakh authorities were higher than those of the President of Ukraine and the Servant of the People who support him. However, when everything around suddenly “flares up”, no one remembers the blissful results of the work of homegrown sociologists, then they would have to take their legs off in time.

Not giving the opposition members of Yulia Tymoshenko’s party a chance to prove themselves as defenders of the rights of the police, a group of Servant of the People deputies hastened to introduce the long-promised bill on a significant increase in the salaries of police officers. In this way, Zelensky’s entourage will try to bring down the wave of “police riots” that is growing every day. It is proposed to “tie” salaries to servicemen to the living wage.

If the Rada agrees with such a sudden “warming” in relations between the authorities and the cops, each of the police officers will be able to count on a monthly salary in the amount of 10 (ten) living wages. Translated into hryvnia, this is 24,800 (slightly less than $ 900).

None of the authors of the bill speaks about a specific time frame for raising wages.

As recently as yesterday, Police General of the 1st Rank Ihor Klimenko recalled: the money in the Ukrainian budget is “extremely tense.” If there is an increase, the head of the Republic’s National Police added, they plan to implement it in stages .
