The coming 2022 promises a dozen of legislative and administrative innovations for the multimillion army of Russian pensioners. Traditionally, for all, without exception, Russians who are on a well-deserved rest, the indexation of monthly payments will be carried out – however, for different categories – it is different and at different times. New rules related to inheritance of pensions and withholding of debts will come into force. Finally, digitalization will invade the pension sector on an even larger scale: a number of services for registration and delivery of pensions will acquire an electronic form. Experts told MK in more detail about the next year’s pension changes.
Indexation of pensions
November will begin for Russians with an unplanned vacation – due to the difficult epidemiological situation, President Vladimir Putin announced the days from January 1 to increase the old-age insurance pensions of non-working pensioners: they will increase their payments by 5.9%. The indexation will affect not only old-age pensions, but also disability and survivor pensions.
Social pensions will start to rise from April 1. They will increase immediately by 7.7%, and this is a record figure in recent years. State pensions will be raised by the same percentage. And in August, an increase in payments awaits working pensioners by adding to the insurance part of the points that have accumulated over the year. The maximum you can add is 296.58 rubles.
On October 1, 2022, military pensions will be increased by 4%. The indexation of pensions should be carried out by security officials from the Ministry of Internal Affairs, the Federal Penitentiary Service, the Russian Guard, the FSSP and Rospozharnadzor. Security officials’ pensions are tied to the salaries of workers. Now such pensioners are paid 73.68% of their salaries.
Andrey Loboda, top manager in the field of financial communications, comments:
“We will assume that the size of this increase is just a prologue to new, more substantial and adequate financial injections into budgetary support for pensioners. It is a pity that the monetary authorities are so difficult to part with pennies, supporting the elderly, but allocate hundreds of billions of rubles to buy up dollars and euros. The inadequacy of indexation is aggravated by the complete disregard for real inflation. Inflation is the scourge of poor people, so one thousand rubles of an increase in pension will not help matters. According to the Constitution, at least for the sake of decency, pensions should be raised by 10% and fundamentally it is necessary to return to the simplified formula for calculating it. The minimum amount of pensions in Russia should be calculated from 40 thousand rubles, this is the starting point, so as not to feel humiliated in old age. “
Start of funded pension payments
From 2022, the payment of funded pensions to women born in 1967 will begin. The amount of these payments will depend on the amount of contributions aimed at financing the funded pension, as well as on the investment income received. The average size of funded pensions will be 2,613 rubles.
The amount of funded pension, which is due to a pensioner, can be found through the website of the State Service. On the service, you need to order an extract from the individual personal account of the insured, if the funded pension was formed in the Pension Fund of Russia (PFR). Or, information can be obtained through a personal account in a non-state pension fund (NPF), if pension savings were transferred to it from the Pension Fund of the Russian Federation. “Many people don’t even know that 6% of insurance premiums go to funded pensions. In general, this financial instrument needs to be popularized. He will be successful on condition that NPFs demonstrate transparency and successful development, while this is not the case. Supplement to rural pensioners
Important changes will affect pensioners living in rural areas. If they have worked 30 or more years in the village, then they are entitled to a pension increase in the amount of 25% of the fixed payment to the insurance pension. Previously, when moving to the city, they lost this allowance. From January 1, 2022, this will not happen.

Many villages often rely on old people. But in old age, living conditions, medical services become more important, and in cities they are higher. “
Notice of future pensions
Starting next year, all women over 40 and men over 45 will be notified of the amount of pension savings, they will calculate approximately what the size of the insurance pension will be and what payments they can receive in the future.

“Announcing the size of the future pension is an interesting step. This is at least informative: Russians have enough time to take care of increasing their income in retirement, seeing the numbers now. Most likely, these amounts in notifications will not be the largest – on average, about 11.5-16.5 thousand rubles. No one will be impressed by this amount of payment, but in general, it is high time for Russians to understand that they need to take care of their own pension exclusively on their own, not relying on the state. You can increase the size of your income, which will be useful in old age, by participating in various kinds of private investments, investments in precious metals, savings, diversified in currencies or real estate. “
Release from deductions
From January 1, citizens of retirement age who have declared themselves bankrupt will be released from the withholding of debts from pensions according to the writ of execution of bailiffs.
Alexey Zubets, professor at the Financial University under the Government of the Russian Federation, comments:
“This undertaking carries with it a positive charge. No debt collection should leave people, especially old people with their modest pensions, on the verge of starvation. There should be enough money for utility bills, for maintaining health, for the purchase of medicines, food, and everyday items. As a rule, there is nothing to take from pensioners in order to pay off the debt, and you cannot take away an apartment, it is most often the only one with them. The problem is that if banks begin to make it difficult for pensioners to issue loans, they can use the services of microfinance organizations, or even “black money lenders” and similar fraudsters who take colossal interest, out of despair ”.
The issue of receiving a pension by the heirs of a deceased person has been resolved. Now, at the request of the notary, the Pension Fund of Russia will issue a certificate to the heirs about the amount of payments not received by the pensioner during his lifetime. The procedure will become simple and straightforward: to take money, you need to apply to the Pension Fund, you can electronically.

From January 1, it will become easier to receive a pension in the direction of the Employment Center if a person of pre-retirement age could not find a vacancy. “One of the important solutions to the burning problems of employment of pre-retirees. There is a certain compromise between the old and the new retirement age. This may be especially true in small settlements or “monotowns”, where there is little choice of offers of even low-skilled work for older people. There, employment services will be able to offer vacancies, although they are low-paid, but formally corresponding to the needs of such categories of workers. “
Possibility to choose a pension
A person in their 80s who is receiving a survivor’s pension can opt for an old-age pension if it is higher. Recall that after 80 years of age, a pensioner is automatically set a fixed payment, but it cannot be received when receiving a survivor’s pension.

“An absolutely fair alternative. A person who is legally claiming various pension payments should have the natural right to choose one or another option. The difference between them is small in amount, but for people over 80 years old it can be quite important. “
Starting next year, low-income pensioners will receive a social supplement to their pension up to the subsistence level, which is established in the region. From January 1, it is not required to submit an application and additionally provide any documents for social benefits. It is calculated from the moment the pension is assigned.
